footnote/endnote conversion

I'm editing a manuscript that has this notation: xxxxxx41. Text followed by regular case reference# and then it's reference in the last paragraph of the paper.

I'm trying to convert the 41 to an endnote reference# that should, as I understand it, place a corresponding number in a footnote at the end of the paper where I can then cut and paste the available reference. It doesn't do that.

I've used the instructions available in the Guide to no avail. How should I proceed?

The endnotes work properly. I was trying to do something else, convert existing footnotes beginning with a number after #1. That won't work.
