"Your settings could not be loaded" after switch to Sequoia

I moved from an old iMac running MacOS 12.7 to a new MBA running Sequoia. Almost everything runs fine except NWP. Ever time I open a NWP file I get a popup:

Your settings could not be loaded.

The following settings are affected:
• toolbar - custom items

Errors:
• There was an error accessing your synchronized settings. Folder location:
~/Documents/Nisus Documents/Nisus Writer Settings

Underlying error:
Bookmark data previously captured for a file is invalid.
File path: ~/Documents/Nisus Documents/Nisus Writer Settings


Probably as a result my customized settings for Nisus New File do not influence new documents.

When I try to open Nisus New File.dot I get a message "Nisus New File.dot" cannot be opened because it is from an unidentifed developer. MacOS cannot verify this app is free from malware.

=> I see one other person asked about this but did not get an answer that would help fix this.
Have others who upgraded to Sequoia or other recent versions encountered this problem?
Does not anyone know how to fix this?

Can you open Nisus New File if you change its extension to .rtf and/or move it to your Desktop?

Thank you for taking the time to help me. I did what you suggested. Yes I could.

Not sure what you wanted to suggest.

I should mention that Apple will not let me open Nisus New File.dot. Says cannot be verified as safe.

So I did two things.

First I opened NWP with no Nisus New File.dot in Nisus Documents > Nisus Writer Settings > Templates. I was hoping this would force NWP to create a new Nisus New File.dot file that it would consider OK. NWP did open but did not create a new Nisus New File.dot.

For the second trial was on the old iMac I changed the Nisus New File.dot to New File.rtf. Then transferred this from my old iMac Then then change it to Nisus New File.dot and put into Nisus Documents > Nisus Writer Settings > Templates (after removing the existing Nisus New File.dot. So far this seems to have worked in that a new file has the settings it did not on the old iMac. However every time a file, new or old, is opened or closed or open Preferences I receive the popup I posted initially. So I seems to have my preferences for new files back but all these popups are a bother.

I am interested in anything anyone has to say but I need to say I am about to leave on a trip so it may be a few days or longer before I an reply.

*Not sure what you wanted to suggest after that.

Now that you've confirmed that Nisus New File.rtf includes all your styles, you can set it to be your Nisus New File as follows: Go to Settings > Nisus New File > Advanced, click the Choose button, and select your desired document, i.e., Nisus New File.rtf

More generally, you can use any Nisus document as your Nisus New File, regardless of its name and whether its filename extension is .dot or .rtf (or probably .zrtf, although I haven’t tested it).
