Commas setting off "above/below" after Cross-Refer

When inserting a cross-reference, NWP optionally can append "above" or "below". If this option is selected, above/below is automatically followed by a comma, but it is not preceded by a comma.
Is NWP's behavior grammatically correct? I've always used a second comma preceding the above/below, but I may be wrong. In other words:
NWP produces:
"page 2 above, ..."
I customarily write:
"page 2, above, ..."
