That bit is determined by Preferences:–

Preferences > Appearance > Colors > Marked Text > Hyperlink

Tick the "Hide this Highlighting" checkbox.

I can confirm that Comments fail to show in a PDF document generated via the Print Dialog, in both Mojave and Monterey. However, they do show in PDF documents generated via the Export As PDF command in the File menu.
