So after some investigation, this problem may only show up when you are in dark mode. Good hunting Martin! Therefore, until this bug is fixed, if you have footnotes you should switch to light mode before printing/exporting to PDF.

The macro as proposed by Martin sounds good. Would it affect numbering in any fashion? By that I mean that occasionally I move entire sections around the document and usually, with the list style and automatic numbering, it renumbers. While I too would like a better answer, your second "bad hack" won't work: only one paragraph style can affect a paragraph. You CAN manually override the "spacing before" and "spacing after" of a paragraph with a paragraph style, so in reality your second option would b...

Turns out, that removing /revtbl allows the document to be accepted by the court system. /revtim seems to be acceptable. As to why /revtbl is such a bad one, who knows.
