While I too would like a better answer, your second "bad hack" won't work: only one paragraph style can affect a paragraph. You CAN manually override the "spacing before" and "spacing after" of a paragraph with a paragraph style, so in reality your second option would be to select the first line of ...

So it's been a long time, but I finally managed to get an update to this issue. Turns out, that removing /revtbl allows the document to be accepted by the court system. /revtim seems to be acceptable. As to why /revtbl is such a bad one, who knows. If yuo are running Mojave, in the Language & Region preferences in System Preferences, under the "Advanced" settings (which is a button on that page) on the "general" tab there's a series of "Grouping" and "decimal" seperators you can change to whatever you want.

For your information, copying and pasting images, PDFs, etc into Nisus Writer Pro does work.... sometimes. It's a problem with Apple, really.
